Crank no-start P1626: GM 4.3 Chevy Astro

This 2003 Chevy Astro has an intermittent crank no-start, or a start-run-stall symptom, with a P1626 "Start Enable Signal Not Received" stored in memory. The owner already installed a new battery and fuel filter before this diagnostic call. Also, the Astro van just drove up from North Carolina a few days prior, with no issues. Keep in mind this was one of the coldest days this winter so far, with ambient temps around 10F. This in itself can cause problems on startup, especially on a weak battery and extended cranking. Enjoy!
