I use the @STABILAOfficial LAR350 rotary laser to establish level. What we want is a dead on reference, and that's the level laser line that is being thrown out. This means that its irrelevant what the concrete is like below it, the line is level and if we measure the same amount above that level line, we'll have perfect flat top plates. This will give us a flat floor. Now, nothing is perfect, but we are doing the best we can do. I take a 2x6 at every outside corner and mark where the laser hits that 2x6. It doesn't not have to be perfectly plumb to get an accurate measurement. The wall height was determined by the opening for the garage door.
